What's Difference between Neoliberalism and Liberalism?

There's a difference between liberalism and Neoliberalism. Liberalism was the humanist ideology promoting individualism and free wills. It was a social theory within the humanities.

However, liberalism like all useful theories, doctrines or things, became adopted and was adapted within another discipline, Economics, due to its usage and normalization within the corporate industry by capitalists and the large corporation, (see Richard Edward and Harry Braverman in Labor and Monopoly Capital, 1998 and McKenzie's, "Neoliberalism...", 2021)

The idea, principles and guarantees of liberalism provided a useful opportunity, to remake into an economic theory a strategy to advance capitalist bottom line and goal for profit. This new liberalist thrust within economics gave rise to the term NeoliberalismNeoliberalism was thus the breaking down of barriers to allow for the penetration of capital because capital is about profit and goes where it can garner supernormal profits.

So, liberalism is the idea that puts man at the center defending freedoms and free wills with no barriers. Neoliberalism uses that logic of liberalism to open up markets (structural adjustment) leading to its penetration for its sake. Open borders for open trade but those with the advantage who can enter markets and compete with the novices will most certainly win.

Rules were created as arrangements within this newly designed liberalism of economic necessity. The rules, however, fulfilled the capitalists' desires to shackle the competition with rules that they were largely above and only pretended to subscribe to rules that they promoted and defended.

This became known as the new capitalism, where Capital were pharasaical in their endeavors within a new bureaucratic phenomenon, driven by duplicity, nepotism and greed.
