Case Management, Child Youth, Family and Homelessness Services News Ft. David Fair of Turning Points For Children on The NeoLiberal Round



Renaldo McKenzie of The NeoLiberal Round Podcast sat down to do an interview with Mr. David Fair, Deputy Chief at Turning Points for Children and a Past Managing Director of The City Of Philadelphia. It was a follow-up podcast to discuss his Agency's recent transfer of its Community Umbrella Agency Program (CUA) a Department of Human Services (DHS) government contract program that provides Case Management to the city's Child Youth and Family cases that are DHS involved. The interview also explored the homelessness crisis in Philadelphia and the recent announcement of a salary increase in CUA Case Management. The Podcast interview is available in Video and Audio. 

The interview was split into three parts. The first part was a follow-up discussion on the TP4C agency's decision to transfer its CUA program and provided an update on the transfer as they had already begun to transfer out the program. Mr. Fair revealed that they have successfully done so except that they have one CUA program left which should be transferred by November 2023. He discussed the challenge that his agency is having to keep the CUA program which stems from the high insurance rates and several court cases that they lost which they had to pay. Further, Mr. Fair explained that DHS does have immunity from lawsuits and yet makes final decisions that affect the agencies who have to pay out. 

The second part was about the homeless crisis in Philadelphia. Mr. Fair explained why there is a disparity with the city's numbers being so low. He pointed to how the city accounts for its homeless which is to do a "hand count" one night per year in the city of the homeless. Moreover, he highlighted that the city also accounts for this based on how many beds are being served. He revealed that while the city is saying that there are only 500 homeless youths, the school district and others in the industry are reporting 8000. He also revealed that based on a study, the city can double its budget to provide homes to the homeless which would only be 1 % of the city's budget. He also believed that doubling the allocated amount to the homeless would provide for all the homeless people in the city. David indicated that shelters do not solve the homeless problem but are only a temporary fix, as shelters are just that temporary. 

In the final section, David and Renaldo discussed the increases in CUA Case Managers' salaries and why CUA CMs are still getting less than what was promised. He explained that CUA CMs should be getting anywhere between $58000 to $65000 per year based on the increase but that some agencies may be paying less. David also reported that DHS has changed Case Managers' title to Human Services Case Managers so as to emphasize that CMs are not Medical or Mental health workers. However, Mr. Fair stated that the agencies should work closer together so that resources can be properly appropriated to cases that need resources.
